There is no need to connect these two signals in the JTAG debugger.
The debugger can request halting and detect halting via the JTAG or Serial Wire interface.
If you are silicon/FPGA designer using Cortex-M3:
- In most cases, no need to use EDBGRQ unless you are doing a multi-core design. (For multi-core debug synchronization.)
- The HALTED status signal can tell you if the processor is halted.
